Actually according to PA vehicle code (Title 75), Chapter 33, Section 3368, part C, paragraph 4... Using an electronic measuring device to measure a vehicle going >55mph, you need to be exceeding the limit by 6 mph or more before you can be convicted of speeding unless in a school zone or active work zone. Or exceeding the limit by 10 mph if the speed limit is less than 55mph and a non-radar device is used...

Thats why cops don't bother with the 70mph crowd...
Tire size falls into that category as well? The way I was always told was they give you the 6 mph difference because of how inconsistent the speedometers are - Which is used based on the size of the tire ? ...
That is why the cops get their devices calibrated regularly to the standards set in Chapter 105.

Always be sure to check your ticket for the date of the calibration of the device used to measure your speed. They are only good for so long before the results are considered inadmissible. But the cop isn't required to tell you verbally his device isn't calibrated to the letter of the law. This is actually what you are looking for when you say "let me see the radar" since there is a sticker on the gun, the cop's speedo, and his stopwatch with the date it was calibrated..
