Cap & Trade Bill H.R. 2454: License Required for Homes

I don't know much about this and just heard it yesterday. Anybody know more?

As part of the American Clean Energy and Security Act of 2009 H.R.
2454, the Cap and Trade Bill within this piece of legislation will require a license for your house.
