This is about as cheap as I've seen them. After testing several brands and models, this is what I picked for our IEM system. These are not canal type, but they will give the Shure E-series a run for the money.

I am presently using a Rolls VHF system. It has a lot less hiss than other low cost systems have...hiss can give you a headache after awhile. The Rolls is discontinued, but once in awhile they show up on eBay cheap. Combined with the Sennheiser earbuds, it sounds pretty good.
Except for Shure systems, the earbuds that come stock with most systems (including Rolls) really suck, so I tested a bunch of them and picked these.
