The thing I don't understand though is this; how it is a play and not a foul?

Yep. I've seen that one before. Most times I have seen it as the "wrong ball" play.
The center hands the ball to the qb. The qb walks toward the sideline telling the coach that this is the wrong ball. When the qb makes it nearly to the sidelines, he takes off.
