Montana is invoking the Tenth Amendment in new legislation. Basically stating that guns manufactured in the state, distributed in the the state, and sold to state residents are exempt from Federal firearms restrictions.
Incidentally, other states a following suit. Now 35 state legislatures are in the process or have already passed laws reclaiming states rights.

Tenth Amendment:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
